Tom Ruley has been involved in the nonprofit sector for over 20 years including 15 years with NFIB, The National Federation of Independent Business. Tom explains that he considers himself to be caring individual who is driven by a genuine desire to do good for others. Says Tom, “It had its beginnings after a heart attack forced me to re-evaluate my life. In looking at my life from a more serious point of view, I evaluated the positive impact I have made on this earth so far during my stay and I decided that somehow, I wanted to do more.”

Mr. Garret Whiteside had served as Lieutenant Colonel in the USMC and recently joined our team because he wishes to serve our active-duty military servicemembers, our veterans and their families. He is a former VP of Sales at Bitek International, Inc. and has already proven himself as a dedicated and professional asset to NROTC as we continue to grow and reach out nationally. Welcome Garret!
Donations are the life’s blood of any charity and donations for the most part, do not magically drop out of the sky or arrive unsolicited. Many charities including NROTC, rely heavily on volunteers for fundraising! Our primary fundraising activity is having our volunteers setup and host “Card Signing” Donation Tables in front of grocery stores and such as well as school and employer sponsored events, sports events, community events and other public gatherings too numerous to mention them all.
We have volunteers who send us the proceeds from a yard sale, a bake sale, a car wash or some other fundraising event as a donation. We welcome these volunteers and monetary contributions but we ask that they give us advance notice prior to conducting this type of activity.
We have existing relationships with, and we are always looking to establish new relationships with, various agencies throughout the USA who send volunteer referrals to us.
Our most-cherished volunteers come to us from Volunteer Centers, United Ways, High Schools and Colleges who send us “Service-Learning” students, The Army Volunteer Corps, The American Association of Retired People, (AARP), The Retired and Senior Volunteer Program, (RSVP) and other sources.
Other volunteers we utilize come to us from the courts who send us “Community Service Volunteers”, who must fulfill a certain number of community service hours as a form of alternative sentencing for minor offenses. Social Services Departments throughout the USA, as part of the Federal “Welfare To Work” program, also send us people who are receiving government assistance and are required to perform a certain number of community service hours weekly, in order to qualify for, or continue to receive their monthly check or voucher. These same social services departments also send us “Dead Beat Dads” who are ordered to perform weekly community service as a punitive measure to insure that they actively seek employment and meet their responsibility as a parent.
These “Community Service Volunteers” ARE NOT ALLOWED TO HANDLE ANY CASH! We restrict their activity to “Tele-Outreach” from home using our “Online Auto-Dialer”. As a measure to assure compliance, we record every phone call as well as managing and monitoring them very closely.
While volunteers are preferred, like The Salvation Army Holiday Bell-Ringers, not all of our “Card Signing” Donation Table staff are volunteers. Some of them are employees. By IRS regulations, none are Independent Contractors. Their wages typically average Federal Minimum Wage or a little better. We have learned through experience that our paid staff is typically more reliable and can be counted upon to do hard work it takes, standing outside at a Donation Table for 6 or 8 hours, often in inclement weather.
We also have a small number of paid people who work from home on the phone, or in the field calling on business owners for support.
Our Board of Trustees:
Nonprofit organizations are governed by a Board of Trustees. The “Trustees” determine by majority vote, the salaries of our personnel, so that a fair but not excessive amount is paid to its executives and employees, as compared to similarly situated profit and not for profit business organizations. They exercise control over all fiscal related issues including budgets and distribution of assets. They
also are instrumental in determining the direction of our organization. Our “Trustees” bring to the table much experience in business administration and can be counted on to exercise fiscal responsibility and restraint. Most importantly, our Trustees can be relied on for their morals, ethics and common sense as trusted fiduciaries of our organization.
